patches to bootstrap and maven startup scripts to copy lib/ and lib/endorsed into 
repository if each file not already there. Quite quick, not impacting startup 
experience at all.

If desired, can be left out of maven and maven.bat and doco the install_repo script 
for the user to use instead.

Copies to $MAVEN_REPO_LOCAL, which defaults to $MAVEN_HOME_LOCAL (which now defaults 
to $HOME/.maven)

Description:
At present (or when I checked all this out for b9), the Maven download included

* Duplicate jars in the lib and lib/endorsed - The maven batch / sh scripts should 
copy these from the lib directory as required.
* Doesn't prepopulate the repository - The jars in lib can be precopied to the repo if 
they don't exist in there already. This will save a couple of meg of download as those 
jars are frequently used.
