I personally think that the documents should be packaged, but not inside the
distribution
perhaps...
maven-1.0-final.zip (code + docs)
maven-1.0-final-src.zip (src + docs)
maven-1.0-final-bin.zip (code)
rinse and repeat for tar.gz (or tar.bz2)

Description:
The current maven distribution is almost unusable without a net connection. There is
not even a readme!
This needs to change before the final release, if only so new users will know to set
up a MAVEN_HOME, and run "maven -help" and "maven -g" to get help on what the system
can do.
Distributing the getting started guide is essential, and perhaps the plugin
documentation.
