Refactored the project documentation tangle out into a navigation.jsl.
There still remains two improvements.
1) Get rid of temporary file use. I was at the end of my tether with jelly. I couldna
take ANY more of it.
2) Rather than having a special call to the project nav in site.jsl, we should merge
the project nav into the normal nav and let it all get processed in one big hit.
These are low priority changes and can be completed on another issue ticket.
