Description:
When running bootstrap, the struts plugin (ActionTest) fails with connection timed out.
I'd imagine the DTD resolver is trying to get the DTD, but can't as I am behind a
proxy.
(This is anecdotal, I'm not 100% sure it is DTD resolution or the proxy causing the
error).
