Description:
Attached is a patch & test to maven that has both maven:maven and maven:reactor set a
property (maven.build.failure) when ignoreFailures is true so that the calling script
can do something with it.
It also puts all failed projects into a variable failedProjects in a similar manner to
reactorProjects is built.
