Description:
We currently have plugins that depend on a variety of different versions of dom4j,
xerces etc. At least 3 different versions of xerces are required to support maven.
At 2M / download this is clearly wasteful and undesirable.
I propose that we synchronise these versions. It is unlikely that it will cause any
damage and is just an artifact of progress / different committers
