Alright!

But IMHO it does make sense to change the policy, just my little .02

Pro:
* why should there be need for a maven USER to subscribe to maven-DEV
mailing list just to write a upload request
* easier for users, IMHO there are more maven users which have a JIRA
account than subscribed to maven-dev
* increasing popularity of JIRA instead of maven-dev among users is the
better long-term strategy
* you get all the JIRA benefits, e.g. a JIRA request is broadcasted on
maven-dev automatically


Con:
* Probably JIRA needs changes: a new Issue Type (or is it "Wish"?) or
Component ("Ibiblio Repository") needs to be added
* doc needs to be changes and announcement needs to be posted :-)
