fixes the bug, and also another minor issue - Web Access and CVS grab sections showed

Build breaks in xdoc:generate-from-pom goal if
repository/connection is not present. This is caused an attempt
to extract cvsroot/module information in a wrong place in the template
cvs-usage.xml template. See attached patch.
