I just noticed the other day that,

1) Unknown users can raise issues for Maven
2) Unknown users can comment on issues for Maven

While this makes it really simple for unknown people to raise issues against Maven, it makes it impossible for us to track who raised an issue if they aren't logged in (usually unintentionally), or work out who is making comments. I don't think this is intentional on their part, but it is frustrating when someone makes a comment and you can't follow it up except by hoping they track additional comments on the issue.

To this end I propose that JIRA be changed to require that a user is logged in before they can create an issue / comment on an issue.

I don't think this will inconvenience any serious user as we've only had 37 / 1363 entered by a person not logged in. And most issue tracking systems do require the user be logged in to perform this function.
