in bootstrap wasn't significant, as garbage collection picks up most

The need to evaluate project.xml as an expression, even if it has no variables in it.
See MavenUtils.getInterpolatedPOM.
I've tried a simple check for ${ in the string, but somehow that stuffs up the plugins
on a bootstrap.
Need a test case and fixes.
