Usually a missing goal message like that means the cache is corrupt - try removing ~/.maven/plugins/*.cache

Moving the .maven/ directory out of the way and forcing it to rebuild it itself made

I get this for any of the project.xml's for the www.osjava.org projects.

My solution will be to re-download maven in the assumption that it is somehow corrupt.
