Sorry, things have changed since I last requested an update.  I've mocked up a mini 
descriptor.

Does the fact that the jar needs to be renamed preclude it from inclusion in ibiblio?

To conform with maven standards, jakarta-taglibs-string-1.0.1/taglibs-string.jar would 
need to be renamed to include the version number (sourced from 
http://apache.mirrors.ilisys.com.au/jakarta/taglibs/string/binaries/jakarta-taglibs-string-1.0.1.tar.gz)
