Alternatively we could use the new feature in JIRA 2.5 which allows some
grouping. That would allows to put all maven-related projects in one
jira project:

Maven
  |_ core 
    |_ (each individual core plugin as a component)
  |_ plugins
    |_ (each individual plugin as a component)
