Well you would have green lights if all unit tests are succesful, if javadoc reported 
no errors and no warnings (or less than n warnings), if code coverage is more than 
x%...

In fact i recently discovered the DashBoard plugin that seems to provide this 
functionality, only problem now is that i can't make it run.

Description:

Add traffic lights (green/yellow/red) on the Project reports page for each report, to 
have a quick summary of the areas of the project that need work. 
This would require to extend the protocol for plugins that generate reports, so that 
each report can provide a summary status (Ok, Need work, Failed)
