Except that when Maven 1.0 RC1 was released, this was exactly what happened.
We don't have a process for releasing Maven with a bundle of specified
plugins - it just uses the latest (bumping the version of snapshots).

I agree with Vincent here - it is worth doing first, and we need to be
releasing Maven with bundled already released plugins.
