I'm looking at providing the capability for transitive dependencies in 
Maven which would (in my eyes) rely on the pom files being installed in 
the poms directory in the local repository.
I've noticed that only ejb, ear and war projects install the poms to the 
local repository. Is there a reason for standard jar deployments not 
installing the pom?
Also, I've notiiced that the poms that are installed in the local repo are 
not interpolated. My solution would rely on the installed poms having been 
interpolated already. I don't think that the current build should need to 
interpolate a  project for a dependency if it has no guarantee of having 
the right context. Am on the right path or not? Give me a shout before I 
go too far with incorrect assumptions :)
