I saw this issue back in RC1, as well, but I never got a fix on what was going on exactly. The problem seems to go away if I go into some of the subprojects manually and do an install-snapshot build first...quite strange. I have no idea if it's environmental or not (all Windows here), but I'll go ahead and log the issue.
