Yes, it's fixed for changelog, but we have other problems on other plugins.
Changes plugin doesn't compile
J2EE plugin failed on tests.
...

For your fix on changelog plugin, I think it's a wrong fix. Perhaps, we
should add xml-apis and xerces to the junit task in test plugin.
