One of the things we could add to 1.0.x is a 'plugin profile'. Currently
maven looks in ${maven.home}/plugins and expands those, but a plugin
profile on a user or installation basis explicitly declaring available
plugins would be very useful.
These plugins would not necessarily be those from Apache either.
