Description:
The cvs-usage page always shows the "CVS Access behind a firewall" section even when 
the scm type is not 'cvs'.

The "Anonymous CVS Access" and "Developer CVS Access via SSH" sections both check for 
scm type of 'cvs', it would be nice if the "CVS Access behind a firewall" did also.
