Description:
I have multiple plugin dependencies within my projects, and with rc1,
they are download when needed and then the goals made available as I am building, but 
it now seems like (in rc-2) if the plugin doesn't already exist in the repository or 
$MAVEN_HOME/plugins directory, Maven doesn't find it; it fails telling me it can't 
find the specified goal (even if the plugin is successfully downloaded).  After the 
plugin is installed in the repository or $MAVEN_HOME/plugins it seems to find the 
goals ok.
