If there could be "AND" and "OR" primitives for profile activation
conditions, you could do something like:

       <or>
         <property>
           <name>!profilea</name>
         </property>
         <property>
           <name>profilea</name>
           <value>!true</value>
         </property>
       </or>

Sadly, this feature does not exist.
