Added FTP over HTTP proxy wagon
Adds wagon support for FTP through HTTP proxy tunneling using
[FTPHTTPClient](https://commons.apache.org/proper/commons-net/apidocs/org/apache/commons/net/ftp/FTPHTTPClient.html).
I needed to pull some objects from across enterprise proxy with
authentication.
You can merge this pull request into a Git repository by running:
$ git pull https://github.com/vpinna80/maven-wagon master
Alternatively you can review and apply these changes as the patch at:
https://github.com/apache/maven-wagon/pull/34.patch
