You can host it wherever you like. But if it's a plugin you're going to
maintain we don't want to host it, we would rather it be somewhere that
you and other folks who are interested in working on the JaxMe plugin
have access to it. Somewhere under the JaxMe project for example. The
JaxMe plugin is not something that would be considered a core plugin. We
are trying to flush out many of the plugins we currently have in CVS to
places where they can be maintained without intervention by Maven
developers.

(if you're looking for a home for the jellydoc plugin, i'd support adding it to the jelly CVS in the jakarta commons and granting emmanuel karma to work on it.)
