Do you have a chance to test a SNAPSHOT version of the plugin?
I have uploaded a version into :
https://repository.apache.org/content/repositories/snapshots/org/apache/maven/plugins/maven-jlink-plugin/3.0.0-alpha-2-SNAPSHOT/
You might try to see if it's working for your use case..
