I'm not sure what you mean when you say "moving plugins out". However, we have to be careful with this. For several reasons. My belief is that plugin should be hosted where it makes it easier for the plugin "owner" to work on it.
For example, I wouldn't move the aspectwerkz plugin out just yet because I am currently the only owner. However, if the aspectwerkz team shows some interest in it by providing patches, by willing to improve it, it will be a good sign that it can be moved in their CVS repo (as was done for statcvs which I started here and which I proposed to move to the statcvsxml project as they were showing interest in it). ATM, moving aspectwerkz plugin out would also mean for me to become an aspectwerkz committer to continue improving it. For now, it's easier for me to work on it in maven-plugins land. This is just an example to show that I think we must not force plugins out.
