here it is: issue fixed

as you can see by reading the INFRA-18812 Jira issue [1]:
- .mavenrc file polluting Jenkins slaves was created by Shardingshpere project
- Robert proposed a PR to the project
- INFRA removed unwanted .mavenrc files

now the ITs depending on MAVEN_OPTS are back working

time to fix other issues (and drop workarounds prepared while investigating)
