MNG-6713 introduces a regression for Maven 3.6.2 when working partial
exclusions (either the groupId contains a wildcard or the artifact
contains a wildcard).
Maven itself doesn't suffer, but enforcer rules like DependencyConvergence
and RequireUpperBoundDeps do.
MNG-6760 will fix this:
