I don't think so; at least I don't think the Bnd-LastModified header is
meant to be parsed by machines.

But I have _removeheaders>Bnd-*</_removeheaders> (yes, wildcards are
supported) in my <instructions>, so what do I know...

You could use a <profile> that is activated when
maven.build.outputTimestap is defined (or not defined) to implement this
behavior. I haven't tested this, however.
