Yes, look at dependency:analyze. There is no compile time dependency.
The FO PDF renderer is injected at runtime, therefore change in scope.

Would that be the last release before the plugin retire?
Not going to be last one. Doxia 2 still far far way, many things need to
be addressed to make it happen. Don't expect a completion of entire
release train before end of year. Moreover, I have talked with Hervé
about this. There is no reason to deprecate this plugin. The required
features can be fully incapsulated into this plugin and whatever is
necessary from Doxia 2 side I would provide for you.
