Howdy, Yes, MRESOLVER-313 (created by me after the release) is causing MNG-7656 was late to the party :( In short: local repo cached (downloaded) artifacts have user-only read (0600) perms, are not group readable....
As a fix is almost done in https://github.com/apache/maven-resolver/pull/234 am ABORTING the this vote.
