We should maintain GitHub releases notes, last is for 3.2.2
Now we have outdated info which can be confusing for users.
So we should be consistent - if we have one we should maintain or drop at
all.
In my opinion GitHub release notes are useful for user especially
Dependabot use it.
At least we can simply put a link to JIRA release notes which is not easy
to find by users.
