Sure, we can debate about whether "up for grabs" is the right name or
not. Fact is, we have a link right now that literally has this name in
it and points to an issue system that we no longer use.
If we prefer to first debate the naming, I suggest we take that link
offline. But I don't know who created it or is in the power of removing
it. Outside sites, such as [1] do refer to it, so we might expect
reports of dead links - or proactively have them removed as well.

After our recent move to GitHub issues, this is outdated.
My question is two-fold:
1. Can we have a similar query on GitHub? I'm thinking something like
"within the apache organisation AND with 'maven' in the name or tags
AND with an 'up-for-grabs' label.
2. Can we modify that shortlink? I don't know who has created it, but
since it's hosted at apache.org I'm having good hopes it should be
possible to modify it.
