We should hold on with Olivier Lamy's PR because I want to discuss Java 9
feature.
Has the *ProcessHandle* guaranteed services or they are optional due to
this is strongly related to the operating systems?
Regarding the PowerShell, what guarantee you have that the user has
PowerShell installed on the OS? Let's not think about the latest Windows.
