do I understand the wiki page correctly that voting can still be done
via ML and is therefore possible for all non ASF members?
It's only mentionend in one section while all others, including
step-by-step tutorial by the tooling team itself, all point to the web
site where you need a ASF account to login.

This gives everybody the opportunity to see how a vote with ATR looks like:

For now, everything regarding ASF distribution to svn:dist area remains by
hand. Same for staging to repository.apache.org and final publication to Maven
Central: this is not yet ready in ATR, but will be additional features in the
future.
Objective here is to try the voting automation without waiting for other
features.
If anything is not clear on the ATR aspect, don't hesitate to discuss here, in
the current thread: the Apache Tooling team will help us as necessary
