+1 (non-binding) Verified on macOS, reference toolchain Maven 3.9.16 / Temurin 11, isolated local repo, with both staging repos configured (maven-parent:49 inherits apache:39, which is staging-only): - source-release + POM signatures GOOD (hboutemy, key FA77...C06A); source-release.zip sha512 matches, .pom sha1 matches. - Diff maven-parent-48..maven-parent-49: parent 38->39, plugin/format bumps (sisu-maven-plugin 1.0.1, spotless 3.7.0, palantir-java-format 2.93.0, cyclonedx 2.9.2), developer-list edits. - A consumer project inheriting maven-parent:49 builds green (clean verify): enforcer 3.6.3, checkstyle, apache-rat 0.16.1 all pass; maven-parent:49 resolves from staging and apache:39 transitively from staging.
