Description:
Clover generates java xref files (they contain test information also).

There seems little point in also generating jxr xref files where clover ones exists.  
As such, add an option to use one or the other.

eg.
maven.site.xref=clover
or
maven.site.xref=jxr

Will need to update anywhere that refers to an xref file
