Hi,

I noticed that maven 1.0-RC3 relies on the maven-jelly-tags jar to get
its taglibs. However, these classes, which are located in the
maven-jelly-tags/src/java/main/org/apache/maven/jelly/tags/maven
subdir are not part of the 1.0-RC3 CVS tag nor are they on the
MAVEN-1_0-BRANCH which I think will be the release branch for maven
1.0. They're also not built by the maven bootstrap process but
downloaded from ibiblio.

I was chasing for the source code of the reactor tag and found it in
the HEAD. Is this just an oversight and the maven-jelly-tags directory
should be part of the 1.0-RC3 tag and the 1.0 release or how is one
supposed to bootstrap maven 1.0-RC3 without access to ibiblio / the
maven-jelly-tags-1.0.jar ? By getting two different CVS branches of
maven?
