Description:
This update describes how to host your plugin external to Maven, and still make it 
easy for users to learn about it and install it.  It's based on my own experience.

It's a bit wordy, and the content should be reviewed for accuracy.

Most questions I've had while creating this have been generously answered by Brett 
Porter; I just hope I got it right! :-)

I'm happy to do more work on it, if there's more I can contribute.
