proposed rar plugin

I've written a rar plugin (mostly cribbed from the ear plugin) that 
IMNSHO should be hosted as a core maven plugin as are the ejb, war, and 
ear plugins.  Which JIRA should I submit it to?  What are the chances 
of getting this into cvs in the next couple of days so I don't have to 
commit a version in some other project that will be using it (such as 
geronimo or openejb)?
