Description:
Various small things can be cleaned up in the util package, among which:
- add throws clause where required. Add unit tests if necessary.
E.g. url parsing
- sync StringTool.splitStringAtLastDelim() and javadoc.
Rewrite the method to have a single return path.
- remove unecessary assginments
- comment out unused code (but required in commented out test code)
