You'll also need to release the announcement plugin then as the download
report now also generate release notes. That said, there's probably a better
way of doing this (maybe by considering release notes as an artifact type).

Still if you wish to release the very latest code of the xdoc plugin you
also need to release the latest code of the announcement plugin.
