That's right.
I don't why nobody find this problem before.
It was introduced in the 1.44 two weeks ago.
I will correct it tonight or tomorrow

Here is an overview of the issue:
---------------------------------------------------------------------
        Key: MPJAVADOC-32
    Summary: The maven-javadoc-plugin:register always fails
       Type: Bug

     Status: Open
   Priority: Major

 Original Estimate: Unknown
 Time Spent: Unknown
  Remaining: Unknown

    Project: maven-javadoc-plugin

   Assignee: Arnaud HERITIER
   Reporter: Guillaume Nodet

    Created: Thu, 8 Jul 2004 8:15 AM
    Updated: Thu, 8 Jul 2004 8:49 AM

Description:
When using versions 1.49 of plugin.jelly, the maven-javadoc-plugin:register always
fail because the prerequisite goal
javadoc:init is not stated.
So the properties are not initialized and the javadoc:check-needed
always fail.

I've just added the prereqs="javadoc:init" on goal maven-javadoc-plugin:register and
everything works fine...
