It was introduced in the 1.44 two weeks ago.

Description:
When using versions 1.49 of plugin.jelly, the maven-javadoc-plugin:register always
fail because the prerequisite goal
javadoc:init is not stated.
So the properties are not initialized and the javadoc:check-needed
always fail.
I've just added the prereqs="javadoc:init" on goal maven-javadoc-plugin:register and
everything works fine...
