This problem is fixed.
It was also due to the usage of a fileset for the javadoc sources.

Environment: WinXP, JDK 1.4.2_05
Description:
I have specified my project's package (com.hp.ws.resource) in the package element in
my project.xml. The Maven docs at
http://maven.apache.org/reference/project-descriptor.html say:
package - The Java package name of the project. This value is used when generating
JavaDoc.
However, this is not the behavior that I am seeing. The Javadoc plugin in generating
APIs for all packages, not just com.hp.ws.resource.
