There's a new page at maven documentation about plugins, check it at
http://maven.apache.org/reference/developers/sharing-plugins.html
Also note that we are busy developers so try to help us if you want your plugin to be
used.
I've tried to install your plugin and the following dependencies are not found:
jai_codec-1.1.2.jar
jai_core-1.1.2.jar
saxon-extension-6.5.1.jar
Also a test should be included, check source of other plugins from cvs.
