Have a look in the distributions, that's where the license is. The license shown on
the web site is secondary and unimportant compared to the one in the shipped product.

Here is an overview of the issue:
---------------------------------------------------------------------
        Key: MAVEN-1382
    Summary: No License on http://maven.apache.org/
       Type: Bug

     Status: Unassigned
   Priority: Critical

 Original Estimate: 30 minutes
 Time Spent: Unknown
  Remaining: 30 minutes

    Project: maven

   Assignee:
   Reporter: Peter Latham

    Created: Mon, 19 Jul 2004 12:40 PM

Description:
There is currently no link to the license for Maven on the frontpage of
http://maven.apache.org/. I really need the licence to be linked from the front page
of the website in order to be granted permission to use Maven to manage my project. I
would be extremely grateful if the license could be linked under the project reports
menu.

I am slightly curious why this has not been done already, as the license is a fairly
important part of open-source software anyway.
