Just learned that the template.jelly file should not have any "goal" statements in it,
just straight jelly code.
Thus this problem is reduced to one, a lack of documentation on this feature.

Description:
The FAQ for the genapp plugin states that one can include template specific Jelly by
putting a template.jelly file in the template's root directory. There are two problems
with this.
First, when the jelly import statement is invoked, one gets an error as shown in the
attached trackback file.
Second, there is no documentation on how this template.jelly file should be structured.
