distribution is a much better element in POMv4 that encompasses this. POMv3 won't have

Description:
Actually the POM has the distributionSite and distributionDirectory properties for
distribution deployment, but there is no property containing the distribution URL for
users.
A new distributionUrl property will be useful for a built-in "download" page and for
the release announcement generation.
