I've tried to reproduce both this case and the commons-logging related at the users
list (http://nagoya.apache.org/eyebrowse/[EMAIL PROTECTED]&by=thread&from=844952) and
it worked in both cases.
Anyway, I'm attaching my test case.
PS: I tested it on Linux; maybe this is a windows-only issue?

Having a dependency containing a '-' will fail the jar overriding process
project.xml
<dependency>
<id>v-c</id>
<version>1</version>
...
project.properties
maven.jar.override = on
maven.jar.v-c = c:/myoverridenrepository/v-c-1.jar
=> the maven jar will try to download v-c-1.jar from ibiblio
Same test with
<id>vc</id>
and maven.jatr.vc = ...
works
