I'm not sure the patch is correct... this used to work. I think %URL% was
supposed to include /browse/ at some point, but would have to look back.

This comes from the maven.changes.issue.template property in the changes
plugin. In the plugin.properties, it is stated that the default is for jira,
so I will file this as a bug.
